COMPANY HISTORY


Environmental Compliance Consultants (ECC) was established in Anchorage, Alaska in June 1999. The company incorporated in November 2001 and established Jerry Fox and Mark Rodriguez as officers. In November of 2002, ECC became a certified Small Disadvantaged Business (SDB) with 8(a) status by the Small Business Administration (SBA). ECC is a minority-owned and service disabled veteran owned business (SVDOB). The company continues to grow and expand by acquiring dedicated personnel, providing quality services and fostering beneficial business relationships. ECC maintains offices in Anchorage, Fairbanks and Delta Junction, Alaska.

ECC currently manages approximately 70% of the hazardous waste generated by the
Department of Defense (DOD) in Alaska under prime contracts on Fort Wainwright, Fort
Greely, Fort Richardson Army Bases and Elmendorf Air Force Base (EAFB).
Responsibilities include management of hazardous wastes, hazardous waste profiling,
regulatory inspections, database management and troubleshooting and environmental
compliance. In addition, we perform all hazardous waste testing for EAFB necessary for
profiling wastes.

ECC manages base wide hazardous waste and materials operations for the Space and
Missile Defense Command (SMDC) on Fort Greely. Services performed under this
contract include waste sampling, profiling, container supply and collection,
transportation, storage and disposal. ECC also provides waste management support for
on-site construction and maintenance activities. ECC assists SMDC with contaminated
soils management activities including sampling, temporary soil stockpile construction,
removal, transportation and storage.

To complement our hazardous waste services, ECC developed a customized hazardous
waste management database. It is an application that fulfills clients’ requirements to
successfully manage all of their generated wastes from “cradle to grave”. In addition, the
database has electronic file transfer capabilities. This database application is in use at the
Fort Greely SMDC installation, Fort Richardson and Fort Wainwright Army Bases,
Elmendorf Air Force Base, the Alaska Army National Guard and the Alaska Railroad
Corporation. ECC provides all user training, management, maintenance and
troubleshooting of the database.


ECC’s DOD contract experience also includes phase I environmental baseline surveys on
military installations, environmental cleanup activities, biological sampling and analysis,
air, soil and water sampling, risk assessment, environmental compliance consultation,
mold abatement and waste management services.

In the private sector and non-DOD government agencies, ECC provides a wide range of
environmental services including environmental assessments, sampling and analysis,
monitoring, lead and asbestos abatement and environmental compliance consultations. As
an emergency response sub-contractor, ECC works closely with the Drug Enforcement
Administration (DEA) to identify and dispose of hazardous chemicals seized from
clandestine drug labs. Under this contract, ECC maintains emergency response vehicles
and crews capable of responding to any location in Alaska as required by the DEA.
Crews must depart for a response call within one hour after being contacted by the DEA.
Property owners affected by illegal drug production rely on ECC to provide
environmental assessments of their properties. Services provided include environmental
sampling, toxicology consultations and cleanup of the property.

In the fall of 2003, ECC was awarded a State of Alaska emergency response contract
along with several other response companies. We will respond to in state spills by
providing cleanup, field-testing, sampling and analysis and project management. ECC
can respond to emergency calls within hours and will service any point accessible by
road. To compliment our response services, ECC owns and operates a spill and safety
equipment store in Delta Junction, Alaska, which supplies equipment to government and
private businesses throughout Alaska.

ECC endeavors to expand our capabilities and continue to integrate all environmental
