ECCs internal demand for quality service, commitment to safety,

ECC provides
employees with the tools and resources to develop and grow with
the company.
Every ECC employee participates in a thorough training and development
program that
focuses on safety, professionalism, as well as, function-specific
operations. Employees
are trained extensively in our safety programs and procedures. Recurring
training
requirements, such as the OSHA HAZWOPER 8 hour refresher course,
are monitored
effectively, so that ECC employees working on a project are in compliance
at all times.

KEY PERSONNEL
ECC knows that a successful business begins with the people. ECC
has a staff of more
than 29 professional and technical employees with various skill
sets and backgrounds.
The employees are staffed in ECC offices in Anchorage, Fairbanks
and Delta Junction,

As ECCs Environmental
Services Manager and President, Mark Rodriguez, oversees
environmental projects. Currently, Mr. Rodriguez is managing environmental
technicians
under the RCRA Services contract on Elmendorf AFB and managing other
environmental projects. Mr. Rodriguez has previously performed as
an environmental
technician under the USARAK RCRA Services Contract for Fort Richardson,
Alaska and
served 20 years with the USAF as a professional Air Force NCO, manager
and project
manager. Mr. Rodriguez has extensive RCRA project experience and
knowledge of waste
management procedures and regulations. |

Mr. Fox has been involved
in project management and performance oversight for 22
years. With experience as a professional Air Force NCO, manager,
project manager,
Environmental Technician, Computer Programmer and entrepreneur,
Mr. Fox has the
training, experience, and commitment to bring technical strengths
and managerial skills
together for superior contract performance. Mr. Fox managed the
Elmendorf AFB TSDF,
developed and currently maintains the software that provides cradle-to-grave
waste
tracking at Elmendorf AFB, Fort Wainwright, Fort Greely, Fort Richardson
and the
Alaska Railroad Corporation. He currently oversees the RCRA services
contract as the
Senior Project Manager for all three U.S. Army installations in
Alaska. In addition, he
consults for Elmendorf hazardous waste management operations and
has developed the
current training curriculum for waste managers on EAFB. Mr. Fox
has extensive RCRA
project experience and a diverse knowledge of waste management procedures
and
regulations. |

Mike Anderson has a diverse
background in various environmental fields. He worked for
the Alaska Department of Fish and Game for 10 years conducting research
for the
Commercial Fishery, Sport Fish and Habitat and Restoration Divisions.
Aside from his
state position, Mr. Anderson conducted an independent shellfish
toxin study (1998-2000)
to determine the effectiveness of a new toxicity test. Furthermore,
Mr. Anderson worked
for Safety-Kleen and Emerald Services under the DRMO waste disposal
contract and also
served as a research and teaching assistant for the Institute of
Environmental Toxicology
and Chemistry at Western Washington University.
He has served as an independent
contractor on toxicology projects, performed habitat and wildlife
studies and has
experience on a North Slope construction project. Mr. Anderson has
solid experience in
both laboratory and field settings, knowledge of ecological and
human health risk
assessments, environmental assessments and state and federal regulations.
He is currently
in charge of contract writing, private sector contracts and all
life sciences. In addition,
Mike serves as project manager for various remediation projects,
Drug Enforcement
Administration Clandestine Methamphetamine Emergency Response, environmental
sampling, biological sampling and private sector environmental assessments.

Don Maloney

Mr. Maloney has more than 10 years
professional experience in the environmental
industry. He has a working knowledge of state and federal environmental,
health and
safety and transportation regulations. He managed the Defense Reutilization
and
Marketing Office (DRMO) hazardous waste disposal contract in Alaska
for four years.
As a subcontractor on the Total Environmental Restoration Contract
(TERC), Mr.
Maloney performed waste management oversight for contaminated sites
on Kodiak
Island, Annette Island and Cold Bay. In addition, he performed Phase
I Assessment and
Phase II Removal activities for three abandoned oil exploration
sites on the North Slope.
Mr. Maloneys field experience includes environmental sampling,
monitoring well
installation, site assessments and site cleanup. He has extensive
regulatory compliance
knowledge and logistical planning skills. Mr. Maloney has coordinated
hazardous waste
transportation and disposal activities throughout the United States,
Canada and Puerto
Rico. Mr. Maloneys responsibilities with ECC include project
management, regulatory
compliance and marketing. |

Bruce Marden has 14 years of experience
in the environmental field as both a project
manager and technician. Mr. Mardens experience includes asbestos
assessment,
abatement, removal, and encapsulation. He has performed this work
successfully in
government installations, utilidors, manholes, marine vessels, power
plants, boiler rooms,
and office buildings as a project manager on multi- million dollar
contracts. On private
property, this work includes process piping, fuel lines, homes,
bulk fuel oil storage
facilities, and schools. He currently holds certifications for Lead
Paint in Construction

In addition to lead and asbestos projects, Mr. Marden has varied
environmental
remediation and response experience ranging from emergency response
to hazardous
chemical releases, PCBs, oil spills on land and on board sea-going
ships, small fuel oil
spill response and collection/shipment of contaminated soil. He
is experienced in removal
and replacement of above and below ground fuel oil storage tanks,
construction of
bioremediation cells and treatment of contaminated soil. He is trained
and experienced in
the use of atmospheric monitoring devices including, but not limited
to, Photo Ionization
Detectors, Combustible Gas Indicators, colorimetric detector tubes,
oxygen sensors, and
related devices. His training includes calibration and maintenance
procedures for these
devices.
Mr. Marden will serve as project manager on all lead and asbestos
abatement projects, as
well as, other various environmental projects. He brings a great
deal of valuable
environmental experience to ECC and will serve to further ECCs
breadth of services. |

Kathleen Gannon, Fort Wainwright, Environmental

Kathleen Gannon currently manages the Fort Wainwright Toxic Storage
and Disposal
Facility. She performs all the duties of site supervisor and environmental
technician
under the current RCRA Waste Management Contract for the US Army,
Alaska. Ms.
Gannon also provides environmental consulting services and manages
various
environmental projects in Interior Alaska.
In addition to her work with ECC, Ms. Gannon conducted a Dispersant
Toxicity Project
in cooperation with the Alaska Department of Environmental Conservation,
University of
Alaska and Institute of Northern business to analyze seawater for
TPH, VOC, BTEX,
GRO and DRO. She analyzed oil components by preparing standards
and running
samples on a GC-FID. She is a member of the Fairbanks Hazmat team
and teaches a
chemistry course for first responders.
Ms.
Gannon was the field chemist during a remediation project
subcontracted through Hart Crowser.
The project was funded through Denali Parks Service to rid
a contaminated abandoned gold mine claims of all the hazardous and
non-regulated waste at and around the area that had previously be
mined. She sampled all the drums’ and containers’ content to
consolidate all like contents for laboratory analysis. Ms. Gannon
also has performed sample collection for ECC at Fort Greely
She
serves as the Interior Region Drug Enforcement Agency Clandestine
Lab chemist for disposal of hazardous waste, is an industrial
hygienist, and a Notary Public for the state of Alaska |

Fred currently serves as ECCs
project manager for northern environmental projects. Fred is a proven
environmental manager. |

Pamela Rosinski
Corporate
Compliance Manager

|
Ms.
Rosinski outlines company operating and safety plans, manages
employee certification records, employee-training standards and
provides contract support.
As the Compliance Manager, Ms. Rosinski is responsible for
many essential company functions in daily operations.
She assists with project management on various projects,
manages additional independent projects and provides management
services for partner company consultations.
Ms. Rosinski has a B.S. in Environmental Management and is
certified as both and Environmental Compliance Manager and
Industrial Hygiene Manager.
Previously,
Ms. Rosinski managed the Fort Richardson Hazardous Waste
Treatment, Storage and Disposal Facility (TSDF) for the United
States Army.
Operations
included identifying,
classifying and storing hazardous waste and materials under the
guidelines of the Environmental Protection Agency (EPA) and
military regulation.
Additionally, the packaging, marking and labeling hazardous
wastes and materials was accomplished within Department of
Transportation (DOT) specifications.
Also she performed sample collection and reviewed analysis
reports to accurately identify substances.
She designed and maintained waste tracking records and
generator files for all waste generating organizations.
This process included identification, analysis and
maintenance of waste streams for all generating organizations.
As
the Quality Control Manager, Ms. Rosinski designed and conducted
quarterly spill response exercises, conducted weekly safety
meetings, performed Quarterly Environmental Compliance Inspections
at waste generating facilities to ensure compliance with federal
and military regulations; and coordinated with numerous government
and private agencies in different aspects of the operation.
She coordinated and participated with government and
private agencies for emergency spill response, clean up and
disposal.
Ms.
Rosinski’s management of the Fort Richardson Hazardous Waste
TSDF resulted in the reduction of the EPA permit status of the
facility, converting the facility into a less than 90-day
accumulation and storage facility.
Her organizational and management skills have contributed
to an efficient hazardous waste handling system for the U.S.
military.
As
a veteran of the United States Army, Ms. Rosinski served as a
Hazardous Materials and Hazardous Waste Accumulation Point Manager
and was decorated for above standard performance.

Catherine Steen

Ms. Steen is
a chemist and a compliance specialist who has been managing a
variety of environmental projects for federal and private sector
clients since 1988. She has been working in the field of
hazardous material and hazardous waste management including
reporting, storage, shipment, treatment, disposal, and
minimization since 1983. She has managed multidisciplinary teams
performing complex projects, such as the Coast Guard Unit
Environmental Guide program. She has conducted and supervised
soil, water and waste sampling, disposal of contaminated media and
waste, and supervision of site closure activities. She also
supervised operation of two interim status hazardous waste storage
facilities, one for the Army and one for the Coast Guard. She has
performed background research, site investigations, field audits,
and sampling and characterization of unknown wastes. She has
supervised teams of specialist in writing and auditing
Environmental Management Systems (EMS) under the ISO 14,001
standard.
Prior to working as a consultant,
Ms. Steen served as an Ordnance Officer and an Environmental
Scientist for the U.S. Army. Her assignments included managing the
Ammunition Supply Point at Fort Bragg, North Carolina and
commanding the 176th Ordnance Detachment (EOD) at Fort
Richardson, Alaska. As an Army civilian, she managed the drinking
water and wastewater programs, the PCB and asbestos programs, and
was the RCRA coordinator for the U.S. Army in Alaska.
